Newport Scab Of The Year

In the late 1960s the State Electricity Commission of Victoria made plans to construct a large gas-fired power station in the suburb of Newport. Conservation and environmental groups were in opposition to the power station due to pollution concerns, and by 1974 the Victorian Trades Hall Council banned construction on the site, with the backing of the unions. After a panel inquiry in 1977, construction went ahead, despite ongoing grassroots activism.

Most likely a caricature of the then-Premier of Victoria, Rupert Hamer (1916-2004), who suspended 300 construction projects to defy the unions. Ref: Wiki
